Project Overview

The Pullman Melbourne on the Park (formerly the Hilton Hotel) had a concrete rooftop pool on the 7th floor that had been leaking, cracking, and driving up energy and maintenance costs. At only 12 years since its last renovation, the concrete shell had already reached the end of its useful life.

Compass Pools was engaged to deliver a solution that would eliminate the recurring problems of concrete and place a fully functioning, premium fibreglass pool seven storeys above Melbourne’s CBD, directly opposite the MCG.

The Challenge

Installing a commercial pool on a 7th floor rooftop in central Melbourne introduced a unique set of constraints.

Failing concrete shell. The existing concrete pool had lasted only 12 years since its last renovation and had begun leaking, with no way to pinpoint the exact location of the shell failure.
Water damage on the 7th floor. Water was collecting on the 7th floor structure, causing damage to surrounding areas and posing ongoing risk to the building.
High operating costs. The pool required significant energy to heat, and excessive chemical and labour inputs to keep clean — a permanent drag on the hotel’s operating budget.
Footprint and floor-level constraints. Any replacement solution needed to sit within the footprint of the existing concrete shell and maintain the existing floor level, without major structural works.
Single Sunday-morning crane window. The lift had to be planned for a quiet Sunday morning with full traffic management and road permits in place — the hotel sits directly opposite the MCG, so any disruption to the precinct had to be tightly managed.

Our Solution

Compass Pools engineered a bespoke custom-jointed swimming pool using Maxi Rib fibreglass shells joined together in a holding yard and transported to site as a single, unified structure.

Pre-manufactured quality control. Each shell was built off-site to precise tolerances, with no on-site concrete curing or variables — the assembled pool arrived at the hotel as a finished, engineered unit.
Custom-jointed configuration. Shells were linked using the ‘link rebate’ joining method, enabling a pool form and size not achievable with a single standard mould.
Freestanding within the original shell. The freestanding fibreglass pool was installed inside the existing concrete shell, with paving framed over the gap to maintain the original floor level and a seamless finish.
Single-window crane lift. The crane lift was executed on a Sunday morning with road permits and full traffic management, minimising disruption to hotel operations and the surrounding precinct.
In-floor cleaning system. An in-floor cleaning system was installed to return water and heat through the floor, dramatically improving circulation efficiency and reducing the energy required to keep the pool at temperature.

Why fibreglass on a rooftop?

The weight, cure time, and ongoing surface degradation of concrete pools make them a poor long-term choice for elevated commercial installations. A Compass fibreglass pool arrives as a fully engineered unit — lighter to lift, faster to place, and consistent in surface quality from day one to year fifteen and beyond.

The Result

The completed installation delivered a standout commercial pool that has continued to perform without issue for over 15 years.

✓ 15+ years, no resurfacing. The Bi-Luminite ceramic composite surface has required no resurfacing since installation and still presents in excellent condition today.
✓ No shell-surface chemicals. Unlike concrete, the ceramic composite surface itself requires no surface-specific chemical treatments — reducing the chemical handling overhead for the hotel’s facilities team. (Standard pool water chemistry is still managed through the pool’s water-treatment system in line with state public-health regulations.)
✓ Energy-efficient heating. The in-floor system returns heat from the floor up, significantly reducing the energy required to maintain water temperature.
✓ Seamless installation. The pool was placed within the existing concrete shell with paving framed to match the original floor level and no major structural modification required.
✓ On-programme delivery. The crane lift was executed within a single Sunday-morning window, with no disruption to the hotel or the surrounding precinct.

Key Takeaway

The Pullman project proved that fibreglass pools can go anywhere — including seven floors above street level in the heart of Melbourne’s CBD. It was the commercial installation that pioneered the ‘link rebate’ joining method and custom shell configuration, a technology that now benefits both commercial developments and residential customers across Australia.

Where concrete has a lifecycle, Compass fibreglass has longevity and the engineering capability to reach any location a project demands.

Frequently Asked Questions

Common questions from hotel operators, asset managers, and project teams considering a rooftop or replacement commercial pool.

Can fibreglass pools be installed on a rooftop?

Yes. The Pullman Melbourne project featured on this page is a real-world example — a fibreglass pool installed on a 7th-floor rooftop opposite the MCG, still performing more than 15 years on. Out-of-ground rooftop installations use lightweight, factory-engineered shells that arrive as a complete unit, lifted into place via crane. Each rooftop project requires structural engineering review of the slab’s load capacity early in the design phase.

Can a Compass pool replace an existing concrete pool without major structural works?

In many cases, yes. The Pullman’s freestanding fibreglass pool was installed inside the existing concrete shell with paving framed over the gap to maintain the original floor level, avoiding the cost and disruption of removing or modifying the original concrete structure. Whether this approach is feasible on a specific site depends on the condition of the existing shell, the floor-level requirement, and structural engineering input.

Can pool dimensions be customised beyond standard mould sizes?

Yes. For projects where a single standard mould won’t deliver the required pool form or size, Compass uses a custom-jointed configuration: multiple Maxi Rib shells joined using the ‘link rebate’ method to create a single unified pool. This is the technique pioneered on the Pullman project and now used across a range of commercial and residential projects.

How does fibreglass compare to concrete for long-term commercial use?

The Pullman’s ceramic composite Maxi Rib shell has been performing without resurfacing or shell remediation for 15+ years. Concrete pools typically need resurfacing or chemical treatment of the surface itself on a much shorter cycle. For commercial operators, this affects both capital lifecycle planning and ongoing facility costs. Note that water chemistry in commercial pools is regulated by state public-health authorities — required treatment levels apply regardless of pool surface and are managed through the water-treatment system.

How is a rooftop crane lift planned and managed?

Crane logistics are a major part of any rooftop project. The Pullman lift was scheduled for a Sunday morning to minimise traffic and pedestrian impact, with road permits and full traffic management in place. Inner-city sites near major venues like the MCG require careful coordination with local authorities. Our team plans the lift sequence, access route, and timing in conjunction with the builder and site team.

Can the in-floor cleaning system reduce running costs?

The in-floor system circulates water through floor-mounted heads, returning warm water from the bottom up and helping move debris toward the skimmer. This can support energy efficiency by improving heat distribution, and supports water clarity for the pool surface. As with all commercial pools, water chemistry and sanitisation are regulated by state public-health authorities and must be managed through the pool’s water-treatment system regardless of cleaning method.

Can the install be staged to minimise disruption to hotel operations?

Yes — this is one of the things that makes fibreglass particularly suited to operating hotels. Because the pool arrives as a fully manufactured unit (rather than being cured on site like concrete), the on-site installation window is much shorter and far more predictable. The Pullman lift was completed in a single Sunday-morning window with full traffic management, allowing the hotel to continue operating throughout. For working hotels and resorts, we plan the schedule around the property’s low-occupancy periods and coordinate with the operations team on site logistics, noise windows, and guest-area access.

When should hotel operators engage Compass on a rooftop or replacement project?

As early as practical. Rooftop projects benefit from structural engineering input, crane logistics planning, and shell configuration decisions all being made before construction documentation is locked in.
